About Capital Programs & Facilities Management

Dedicated to providing an environment that enhances the mission of Cal State Fullerton toward education, research, and public service, Capital Programs and Facilities Management within the Division of Administration and Finance, offers high-quality services that support, sustain, build, and care for the 241 acres of campus facilities and infrastructure.

Our award-winning team of 200+ employees serve as campus stewards, proudly managing more than 16,000 work orders and 300 projects annually. Our operational departments include building and mechanical trades, custodial operations, landscape services, supply chain operations, fleet management, waste management, utilities, customer service center, planning and design, construction, and so much more!

The CPFM department is broken up into four main areas, each led by a director. Below are images of our senior leadership team, followed by a photo gallery of the various teams that make up CPFM.

Annual Department Awards

Award Categories and Criteria

DEI Champion Award

This award acknowledges an employee who demonstrates commitment to the inclusion of all perspectives, someone who promotes/develops/considers processes that are considerate of the campus’s diverse background and actively works to remove barriers to success. This employee is someone who celebrates/brings awareness to traditions/experiences that celebrates our diverse culture.

Teamwork Award

This award celebrates employees who have supported colleagues in meeting goals, deadlines, and responsibilities, who have coordinated cross-divisionally or with other A&F departments to develop solutions or collaborate on a project or process that best serves our campus community. Nominees for this award promote a collaborative work environment and value the perspectives of others.

Outstanding Service Award

This award recognizes employees who consistently deliver exceptional customer service to the campus community and going above and beyond their regular duties. Nominees for this award are known to exceed expectations.

A&F Division MVP Award

This accolade acknowledges an employee’s exemplary effort, achievements, and contributions that align with the division’s values, mission, and goals. Nominees for this award are positive role models for their colleagues.

Nomination Process

Nomination forms are available on the A&F Division Awards Nomination Form. Be sure to select "Capital Programs & Facilities Management" from the section labeled: Nominee's Administrative Area.

CPFM staff members can nominate a peer, manager, or team, while management can nominate staff or a team.  The nomination period will be open year round and issued in March, June, and September.

Selection Process

During March, June, and September, a review committee comprised of managers and staff from various units within CPFM will assess nominations and determine award recipients for each category.

Award Winnings

Nominees will be notified of their nomination and recognized for their exemplorary efforts. All nominees will be recognized at the annual CPFM Summer BBQ, which takes place in late July/early August.

Award recipients will be notified via email and highlighted on the CPFM website. Award recipients will be invited to a lunch with the AVP to celebrate their award and outstanding work.

Fall 2024 Award Recipients

Teamwork Award

The Supply Chain Operations Team is the recipient of the Teamwork Award. This incredible team consistently sets the standard for collaboration and teamwork across campus. Known for their ability to handle last-minute requests and adapt to shifting responsibilities, they ensure tasks are completed efficiently and with professionalism. Their outstanding coordination with campus departments has not gone unnoticed, frequently earning praise from colleagues across the university.

For instance, a director from another department recently commended Irving for stepping in to help unload pallets during a staff shortage, while another campus leader expressed her appreciation for the team’s exceptional support in preparing the OLLI Fall Open House. The team's professionalism and high-caliber service were evident in every interaction.

Their remarkable teamwork was also demonstrated during the CPFM Summer Employee Appreciation Event, where they arrived early—despite not being responsible for organizing the event—to help with setup, moving heavy items, and transporting supplies. Their positive energy and willingness to assist set a welcoming tone, and they stayed afterward to help with clean-up.

No matter the task, this team brings a spirit of collaboration, positivity, and dedication to their work that enhances our campus community every day.


DEI Champion Award

Ted Nakasuji is the recipient of the DEI Champion Award. Ted has demonstrated unwavering dedication to equity at CSUF. Through his position, Ted ensures that all students, staff, and faculty, regardless of their circumstances, have the resources they need to fully access and enjoy everything our campus offers. Equity is about recognizing that people have different needs, and Ted exemplifies this by responding to accessibility concerns, from addressing door issues to updating braille wayfinding signage, improving restrooms, and eliminating hazards on our walkways.

One outstanding example of Ted's commitment is his work at the Titan Dining Hub. Ted devoted numerous Saturdays and early mornings to ensure the success of the project. Thanks to his efforts, the dining hub now features accessible restrooms, new braille signage, accessible seating and serving counters, and a fully compliant layout, ensuring everyone can enjoy the space equally.

Ted’s impact on CSUF goes far beyond his job description. His commitment to accessibility makes our campus a better and more inclusive place for everyone.


Outstanding Service Award

Michael Grace is the recipient of the Outstanding Service Award. Michael exemplifies outstanding service and dedication to our campus community. His extensive knowledge, strong relationships with colleagues and customers, and consistent follow-through have made him a valued member of the team. His commitment to providing exceptional customer service truly sets him apart.

Recently, Michael went above and beyond during a campus-wide ant problem exacerbated by the heat. Recognizing that our pest control company was backlogged, Michael took the initiative to find a proactive solution. He reached out to Environmental Health & Safety and consulted with his management team, ultimately securing approval to purchase and install ant traps across the most affected areas throughout campus. Not only did Michael take the lead in organizing this, but he also spent his Saturday personally installing the traps campus-wide to ensure a timely resolution.

His actions not only alleviated the immediate issue but also showcased his commitment to improving the campus environment for everyone. Michael's willingness to go the extra mile reflects the spirit of exceptional service and makes him truly deserving of this award.

 

 

Summer 2024 Award Recipients

Teamwork Award

Larry McGee, Paul McGuine, Bill Flynn, Alex Villanueva, Gary Entner, Rolando Ruvalcaba, and Michael Schaub are the recipients of the Teamwork Award. The Building Service Engineer Shop (BSE) team exemplifies the true spirit of collaboration and dedication. Despite the challenges of operating short-staffed, each member steps up daily to ensure campus HVAC systems and equipment function correctly.

Their mutual support and collaboration are crucial in maintaining the campus environment. Their ability to coordinate and communicate effectively, even under pressure, enables them to deliver outstanding results. The BSE Shop team's collective efforts go above and beyond the call of duty, embodying the essence of teamwork and ensuring the campus community remains comfortable and functional.


DEI Champion Award

Sandy Angeles is the recipient of the DEI Champion Award. She demonstrates a steadfast commitment to championing inclusion by ensuring accessibility and removing physical barriers, providing equal access on campus. Sandy meticulously designs furniture layouts that allow for accessible paths and products, ensuring compliance with state codes and laws. She creatively addresses non-compliant requests and collaborates effectively with campus staff, faculty, and Contracts and Procurement to develop successful solutions.

Over the past year, Sandy has facilitated ADA accessibility for over 100 furniture purchases and design layouts, with dozens of ongoing requests in her queue. Her efforts have actively enhanced campus accessibility, enabling everyone to enjoy equal access without facing physical barriers. Sandy's dedication to inclusivity and her proactive approach to problem-solving make her a deserving recipient of this award.


Outstanding Service Award

George Garcia is the recipient of the Outstanding Service Award. During the College of Business and Economics commencement ceremony in May, a power failure occurred in the evening. Despite having already completed his shift and being home with his family, when the power outage occurred, George did not hesitate to return to campus. He arrived within 15 minutes and immediately began troubleshooting the issue. George's efficiency and calm attitude allowed him to restore power within 30 minutes, ensuring the ceremony continued smoothly. His outstanding service and deep knowledge of campus operations and his trade had a significant impact on graduating students and their families.

Beyond this specific instance, George is known for stepping in during urgent and emergency situations, consistently delivering exceptional service, and going above and beyond the expectations of his position.

 

 

Spring 2024 Award Recipients

Teamwork Award

Hans Mickelson, Chris Romo, Andres Alamillo, Isaac Arciniega, Jesus Enriquez, Jorge Martinez, Sergio Pena, and Steven Vaillancourt, also known as the Landscape Services Baseball Crew, are the recipients of the Teamwork Award. This crew exemplifies the true spirit of collaboration, dedication, and resilience, making them exceptional candidates for this recognition.

Throughout the past baseball season, the Landscape Services Baseball Crew demonstrated unwavering commitment to their responsibilities despite facing numerous challenges, particularly adverse weather conditions. Their teamwork was evident in their efforts to maintain the baseball and softball fields, ensuring they were in optimal condition for scheduled games.

In the face of inclement weather, the crew worked tirelessly, facing the elements, and putting in long hours to preserve the integrity of the fields. Their ability to coordinate and communicate effectively, even in challenging circumstances, enabled them to deliver outstanding results.

One standout example of their exceptional teamwork was during a particularly rainy weekend. Despite the unfavorable conditions, the Landscape Services Baseball Crew worked diligently to save both fields from being rained out, ultimately ensuring that the baseball games proceeded as planned.

The Landscape Services Baseball Crew's collective efforts went above and beyond the call of duty, embodying the true essence of teamwork. Their dedication and collaborative spirit have not only enhanced the quality of our athletic program but also served as an example of what can be achieved when individuals come together towards a common goal.

 


DEI Champion Award

Deborah Enriquez is the recipient of the DEI Champion Award. Her proactive approach to enhancing our department's service to employees is truly commendable. As an HR Analyst in CPFM, she consistently demonstrates an understanding of the diverse backgrounds and needs of our staff, and actively seeks ways to remove barriers and improve processes.

One outstanding example of Deborah's initiative is the implementation of the CPFM Drop-In Training Sessions. Recognizing the importance of providing ongoing support and training to our employees, Deborah took the lead in developing this innovative program. She initiated the process by designing a survey to gather feedback from staff on areas where they needed assistance and training. This inclusive approach ensured that the training sessions would address the specific needs of our workforce.

Deborah's leadership didn't stop there. She meticulously planned and organized the first drop-in training days in February, ensuring that everything was in place for a successful launch. From creating handouts and simple guides to providing employees with essential resources, such as laptops for on-the-spot assistance, Deborah ensured that the training sessions were informative and accessible to all.

One of the most impactful aspects of Deborah's efforts was her proactive identification of a common challenge faced by our staff: navigating the CHRS Absence Management system. Understanding that some employees may struggle with technology, Deborah tailored the training session to address this specific issue. She personally guided several employees through the process, patiently demonstrating how to input their time and access relevant information on CHRS.

Through her dedication and commitment to improving employee experience, Deborah has not only provided invaluable support to our staff but has also contributed to the overall efficiency and effectiveness of our department. Her proactive approach, attention to detail, and genuine concern for the well-being of our employees exemplify the values of CPFM and make her a truly deserving candidate for recognition.

 


Outstanding Service Award

Rachid Lebdeh is the recipient of the Outstanding Service Award. This award highlights his exceptional performance and the positive impact he has made. His professionalism, personable demeanor, and dedication to excellence have consistently garnered glowing feedback from both his colleagues and the campus community we serve.

What sets Rachid apart is not only his outstanding service but also his ability to handle challenging situations with grace and patience. Despite facing difficulties, he maintains a high standard of service without complaint, demonstrating his commitment to customer satisfaction.

Rachid has provided invaluable custodial services contributions to the athletics department, as recognized by coaches who praise him as "top-notch." His exemplary performance reflects his professionalism, integrity, and genuine care for the well-being of the community he serves.

In summary, Rachid exemplifies excellence, community engagement, and inclusivity. He serves as a shining example of dedication and professionalism, deserving of recognition for his outstanding contributions to customer service.

 


Exceptional Work Commendation

Willian (Bill) Flynn is the recipient of the Exceptional Work Commendation Award.

As a Building Service Engineer (BSE), Bill has consistently demonstrated unparalleled dedication, expertise, and commitment to excellence, making him an vital asset to the CPFM organization.

Bill's vast experience and background as a certified instructor in HVAC & Refrigeration have uniquely positioned him as a driving force behind the enhancement of the entire BSE team's performance. His remarkable skills, coupled with a positive attitude, have significantly contributed to boosting productivity and morale within our organization.

Among Bill's numerous key contributions, several standout examples highlight his exceptional work ethic and ability:

    1. Designing and leading the installation of HVAC systems for the electrical rooms in the DBH building: Bill's meticulous planning and execution ensured the successful implementation of these systems, thereby enhancing the functionality and efficiency of the building.
    2. Providing training to fellow BSEs and leading a cost-effective process for the repairs of the control system of the fume hoods supporting the laboratories of the DBH building: Bill's expertise and leadership were instrumental in empowering his colleagues and improving overall team performance.
    3. Serving as a Subject Matter Expert for the remodeling of the Gastronome refrigeration system: Bill's perceptive analysis of the complex piping system resulted in the development of an effective solution that was successfully implemented in the field, showcasing his innovative problem-solving skills and commitment to excellence.

In addition to these notable achievements, Bill consistently goes above and beyond expectations in all aspects of his role. His dedication, professionalism, and commitment to delivering exceptional results have earned him the admiration and respect of his colleagues.
